The
following information is generic. All construction, additions
and remodeling in Shelby County must be permitted and inspected.
Please call for answers to your specific questions.
County
jurisdiction covers all unincorporated areas of Shelby County
including Columbiana, Chelsea, Indian Springs Village, Vincent, Westover,
Wilsonville, and Wilton.
SERVICES PROVIDED BY INSPECTION SERVICES:
Inspection
Services is responsible for enforcing the minimum code requirements. Inspection
Services issues building permits for:
- Residential - New/ Addition/ Remodel/ Moved Homes/ Upgrades/Other
- Commercial - New/ Addition/ Remodel/ Tenant Build Outs/ Other
- Electrical - Manufactured Homes/Mobile Homes/ RV's/ Other
- Plumbing/ Gas/ Mechanical/ Other
OTHER SERVICES INCLUDE:
- Plan review
- Inspections covering every phase of job
- Power and Gas meter releases – Alagasco (205) 324-5512; Alabama Power Company – (800) 245-2244
- Certificate of Completion and Certificate of Occupancy – New residential and commercial construction requires a $15 fee that will
be automatically added to permit cost.
- Provide electrical exams for homeowners
- Offer Block exam testing (quarterly)
- Reciprocity of Journeyman / Master Electricians
- Renewal of Journeyman / Master Cards (Apprentice Cards available at no cost)
KEY DATES AND DEADLINES TO REMEMBER:
- Office hours are Monday - Friday, 8:00 a.m. to 4:30 pm
- To obtain a permit, you must be in the Development Services Office by 3:30 p.m.
- All inspections will be completed within two working days.
TYPICAL SEQUENCE OF INSPECTIONS:
It is mandatory subcontractors call for their inspections and for any re-inspections.

BEFORE POURING CONCRETE
Only inspections to receive times; 24-hour notice
- Footing (Temporary and Footing may be done together) - Foundation surveys by an Alabama Registered Land Surveyor are required in zoned areas, excluding the city of Columbiana, after footing is poured or, if a monolithic footing and slab, after the in-slab/under slab rough utility inspections are made and the slab is poured.
- Plumbing in Slab (if applicable; uncovered)
- Slab (wire, poly, pier pads, etc)
- Sewer (if applicable)
BEFORE SHEETROCK
- Electrical Rough (do not insulate before this inspection)
- Plumbing Rough (do not insulate before this inspection)
- Gas Rough (if applicable)
- Mechanical Rough
AFTER
ALL ROUGH-INS PASS
Only after we have received subcontractors list
and flood elevation certificate in FEMA flood plain.
